The Expanded In-Home Service for the Elderly Program (EISEP) is a New York State Office for the Aging (NYSOFA) program. The overall goal of EISEP is to provide non-medical support for older adults who are not eligible for services through Medicaid. CDChoices began administering consumer-directed EISEP services in February 2012.
Individuals receiving EISEP services must:
- Be 60 years of age or older,
- Not be eligible for Medicaid home care services, and
- Have unmet functionally impaired needs as shown by the need for assistance by another person in at least one (1) activity of daily living (ADL) or two (2) instrumental activities of daily living (IADL).
- ADLs include bathing, dressing, toileting, transferring, walking, and eating. IADLs include housekeeping, shopping, preparing meals, managing money, laundry, using transportation, telephoning, and taking medication.
An individual is eligible for consumer-directed in-home services if he or she can make choices regarding their needs and the type, quality, and management of his or her personal assistant workers. Like CDPA, an individual who is not self-directing and is incapable of understanding and assuming responsibility for these choices can delegate a designated representative capable of carrying out activities normally directed by the consumer.
