The Expanded In-Home Service for the Elderly Program (EISEP) is a New York State Office for the Aging (NYSOFA) program. The overall goal of EISEP is to provide non-medical support for older adults who are not eligible for services through Medicaid. CDChoices began administering consumer-directed EISEP services in February 2012.
EISEP Eligibility Requirements for Senior Home Care in New York
To receive in- home support, and senior care services through the EISEP program, the consumer must meet a series of eligibility requirements.
Individuals receiving EISEP services must:
- Be 60 years of age or older,
- Not be eligible for Medicaid home care services, and
- Have unmet functionally impaired needs as shown by the need for assistance by another person in at least one (1) activity of daily living (ADL) or two (2) instrumental activities of daily living (IADL).
- ADLs include bathing, dressing, toileting, transferring, walking, and eating. IADLs include housekeeping, shopping, preparing meals, managing money, laundry, using transportation, telephoning, and taking medication.
An individual is eligible for consumer-directed in-home services if they can make choices regarding their needs and the type, quality, and management of their personal assistant workers. Like Consumer Directed Personal Assistance (CDPA), an individual who is not self-directing and is incapable of understanding and assuming responsibility for these choices can delegate a designated representative capable of carrying out activities generally directed by the consumer.
Why Choose EISEP?
As a form of consumer-directed personal care, EISEP can provide seniors with the following benefits:
More Selection Over Care Providers
With EISEP, the consumer or their appointed representative can exercise greater discretion over hiring care providers. This allows you to select the most trusted individual you believe is most qualified to fulfill the services you need assistance with.
Train Them to Meet Your Exact Needs
The EISEP consumer is also responsible for training and managing the compensation of their care provider. The person receiving services or their representative can train the care provider to meet their exact non-medical needs so that they can live more comfortable and independent lives.
Maintain Your Independence
As the consumer, you are able to exercise greater independence over your quality and frequency of care. This creates more freedom to make crucial decisions over the services that you receive.
How a Fiscal Intermediary Can Assist EISEP Consumers
At CDChoices, we serve as a fiscal intermediary for EISEP program participants. Rather than having to manage the financial and human resources duties as the consumer, we are able to fulfill these operations on your behalf.
Here are some benefits of working with a fiscal intermediary:
Complete Payroll Fulfillment
Once you’ve agreed on a rate of pay with your care provider, we can fulfill complete payroll requirements for you on a weekly basis. This ensures that the provider is compensated in a timely and accurate manner – accounting for other aspects of their pay such as paid time off, income tax withholding, and overtime.
If your care provider qualifies for benefits, such as health insurance or a 401(k), we will ensure that these are administered in complete compliance with federal and state regulations. Navigating the red tape with employee benefits can be confusing and time-consuming. Let our team apply our 20+ years of experience to help you overcome these obstacles to provide a better experience to your employees.
Paid Training Hours
We provide the ability for you to offer paid training hours to your caregivers. This ensures that they remain up-to-date on the most current best practices for assisting you with your non-medical needs consistently.
As a non-profit fiduciary service, we strive to serve your best interests. You are in charge of the care you receive, and we are here to help you comply with financial obligations and guarantee efficient compensation for your caregivers.
